City Council

City Council meetings are held at City Hall the first and third Monday of each month at 7:00 pm. Agendas are available on Thursday at noon before each meeting. The official agenda is posted outside of city hall in a display case, at the Lathrop Post Office, Lathrop Community Center and at the Fire Station. Special meetings are scheduled and posted as needed.

Council meetings are taped and then televised on your local broadcast cable channel 97 at 7:00 PM on Tuesday and Noon on Wednesday following the Council Meeting.

Enterprise Zone

The Department of Housing and Community Development has granted final designation to the San Joaquin County Enterprise Zone, comprising of the Unincorporated County, and the Cities of Stockton, Lathrop, Tracy, Manteca, and Lodi - retroactive to June 22, 2008.

The overall mission of the State's Enterprise Tax Incentive Program (Enterprise Zone) is to expand job opportunities and economic development opportunities for all Californians, especially those in economically distressed areas.

The state designated only 42 Enterprise Zones throughout the state and the San Joaquin zone is 656 square miles and includes 55 square miles of commercial and industrial property.

This zone is a prime location for busineeses to access major worldwide markets. It has an excellent intermodal system including the convergence of Interstates 5 and 205, State Highways 99 and 120, an airport, a nationwide railway system, the Port of Stockton on the Deepwater Channell and the nearby Port of Oakland.

Businesses in the zone are eligible for tax credits and benefits including:

  • Up to $37,440 in state tax credits for each qualified employee hired
  • Sales tax credits on purchases of $20 million per year of machinery and parts
  • Preference points on state contracts
  • A net interest deduction for lenders to zone businesses
  • Net Operating Loss Carryover - up to 100% caryover to future years
