It is the mission of the City Clerk’s Office to serve as a primary point of contact for the public and for staff regarding the actions of the City Council, and to maintain and produce documents that enable the public to participate in local government. As a service oriented division of your local government, the City Clerk’s office assists and supports the public and City departments by making available the records necessary for the City to advance its administrative, legal, and legislative function.

 
Duties & Responsibilities

The City Clerk’s office coordinates the preparation and distribution of official City Council Agendas, legal and legislative documents, and City Council minutes. The clerk’s office ensures that the City Council meetings are conducted in accordance with the Brown Act and is responsible for publication and posting of all legal notices related to public hearings or other actions of the City Council. The Clerk attends all City Council meetings and is entrusted with the responsibility of recording actions taken by the legislative body.

The City Clerk manages the preservation and protections of many public records of the City, including ordinances, resolutions, minutes of the City Council, agreements, elections-related documents, campaign disclosure filings, contracts, deeds and many others.

The City Clerk’s office coordinates updating the City of Lathrop Municipal Code. The Municipal Code is a compilation of city laws and regulations and is accessible at city hall.

The City Clerk serves as the Election Official for the City. The City Clerk coordinates with the San Joaquin County Department of Elections for General Municipal Elections along with special elections called by the City Council. For additional information on elections, please click here.

Other duties of the City Clerk include administering oaths of office, receive and conduct bid openings, promoting voter registration and participation, and notarizing public documents.

City Council Meetings, Agendas & Minutes

The City Council meets regularly the 1st and 3rd Monday of each month at 7:00 p.m. The City Clerk manages the legislative process for the City Council, which includes issuing the City Council agenda, processing approved legislative documents, preparing meeting minutes, and maintianing record of legislative procedures. The City Clerk also ensures that the City Council meetings are conducted in accordance with the Brown Act and is responsible for publication and posting of all legal notices related to public hearings or other actions of the City Council. Municipal Code

The Municipal Code is a compliation of City laws and regulations. The City Clerk is responsible for updating the Municipal Code on a quarterly basis. The most current edition of the Cunicipal Code is accessible to the public through this website. Click here to view and search the Municipal Code.

 

Elections

The City Clerk oversees administration of municipal elections and election services. General municipal elections are consolidated with statewide elections, scheduled on the first Tuesday of November of even-numbered years.  All election services are provided according to the California Elections Code.

 

General Municipal Elections

The Mayor is elected at-large for a two-year term.  City Councilmembers are elected at-large for a four-year term.  Councilmembers serve "staggered" terms, meaning that 2 seats are open for election every two years.

 

Mayor and City Council Compensation

Each member of the City Council shall receive a salary, the amount of which shall be based on the maximum amount allowable on the schedule set forth in Government Code Section 36516. The current maximum amount is $300 per month.

 

Elegibility for Candidacy

To be elegible to run for City Council, a person must be a registered voter of Lathrop at the time nomination papers are issued. In order to qualify as a registered voter in Lathrop you must be:

  • A United States citizen
  • A resident of Lathrop
  • At least 18 years of age on the date of the next election
  • Not in prison or on parole for a felony conviction

 

Voter Services

  • Voter Registration - The San Joaquin County Registrar of Voters is responsible for countywide voter registration and vote-by-mail applications.  Voter registration forms are also available at City Hall.  Registration deadline is 15 days prior to an election.  Additional information is available on the California Secretary of State's website.
  • Local Election Results - The San Joaquin County Registrar of Voters provides local election results.
  • Statewide Election Results - The California Secretary of State provides statewide election results.
  • Histoical Election Information - The attached Chronology of Elections contains historical election information for the City of Lathrop.

Nomination Period

This is the period when individuals officially receive, circulate and file nomination papers for candidacy. The nomination period ppens Monday, July 12, 2010, at 8:00 a.m. and closes on Friday, August 6, 2010 at 5:00 p.m. Please make an appointment to obtain nomination papers from the City Clerk / Elections Official by calling (209) 941-7230 beginning Monday, July 12, 2010.

If an elegible incumbent does not file nomination papers by 5:00 p.m. on Friday, August 6, 2010, the nomination period will be extended for non-incumbents only until Wednesday, August 11, 2010, 5:00 p.m.
