Role:
Interprets and makes policy recommendations regarding community recreation programs to public officials and ensures that recreation programs receive dequate financial and community support. Parks and Recreation Commissioners are required to file an annual Statement of Economic Interests with the City Clerk.
Function:
The functions of the Parks and Recreation Commission, as provided by the Lathrop Municipal Code, are as follows:
- To coordinate all of the parks and recreation of the City;
- To act in an advisory capaCity to the City Council in all matters pertaining to recreation and parks;
- To encourage a sound program of park and playground acquisition, development and maintenance;
- To foster the close coordination of services between agencies in the county of San Joaquin providing services to Lathrop citizens, and the City to avoid duplication of services;
- To interpret community park and recreation programs to public officials and to the general citizenry in order to promote understanding and financial support from public and private sources;
- To act in an advisory capaCity to the City Council in making plans for and conducting recreational activities;
- To recommend to the City Council the establishment of general policies with respect to a parks and recreation department;
- To consider recommendations and requests originating from any source;
- To make periodic inspections of park and recreation facilities; To advise the City Council in the acquisition, development, beautification and maintenance of park and recreation facilities;
- To advise the City Council in coordinating the parks and recreation services with the programs of other organizations and government agencies;
- To advise in the preparation of the annual budget and long-range parks and recreation capital improvement program for submission to the City Council;
- To advise the City Council on the problems of the development of recreation areas, facilities, programs and improved recreation services;
- To formulate policies on recreation services for approval by the City Council, including agreements with the governing board of the school district and City Council for the best possible joint use of recreation and park facilities;
- To consider and make recommendations to the City Council on all requests for permanent facilities to be erected on park areas;
- To recommend to the City Council policies, rules and regulations relating to the conduct of recreation centers, recreation, public and community recreation within the City, and rates or fees to be charged for the use of recreational facilities or programs;
- To perform such other duties as may be requested from time to time by the City Council;
- The City Council shall not receive recommendations from the commission on the same subject matter within a six-month period without significant additional information and/or without a majority vote of the commission. (Ord. 03-224 § 3: prior code § 32.09)
