Services Provided



It is the City's mission to provide clean and safe drinking water to all residents and businesses.  Water is used for in-home uses, outdoor watering, businesses, and fire suppression.

Wastewater (Sewer)

It is the City's responsibility to take wastewater from homes and businesses, convey it to a treatment plant and "treat it".


Paying Your Bill:

All accounts receive billing invoices at the beginning of each month for the previous month's charges.  Please pay your bill by the payment due date shown on the front of the bill. 


There are three ways to receive your bill:

  • Paper Bill.  Mailed to the billing address you provide to us. 
  • E-Bill.  click here
  • Paper bill and E-bill.

There are several ways to make your utility payment:

  • AUTOMATIC BANK DRAFT  Payment is deducted from your bank account the last business day of the month. To sign up, complete and return authorization form click here
  • ON-LINE BILL PAY For your convenience you may view account information and pay your monthly bill on-line using Visa, Discover, American Express or MasterCard.  Payments received after business hours on the last day of the month will not be processed until the following business day.  All accounts paid after business hours on the due date will be subject to penalty charges. (Please note that when bills are paid through your bank’s on-line service, a check is issued and mailed to the City of Lathrop.  Please allow 5-10 business days for the City of Lathrop to receive the payment by mail.)
  • MAIL We accept check, money order, Visa, MasterCard, American Express, and Discover Card. Payments can be mailed to City of Lathrop, Attn: Finance, 390 Towne Centre Dr., Lathrop, CA 95330.
  • IN PERSON We accept cash, check, money order, Visa, MasterCard, American Express, and Discover Card. Paid in person at the counter in the Finance Dept. inside City Hall. 
  • NIGHT DROP BOX For your convenience a night drop box is available outside the Lathrop City Hall doors. Place your check or money order in an envelope clearly labeled with your name and account number.  Please DO NOT place cash in the night drop box. Payments must be dropped off prior to 8:00 a.m. on the due date shown on the bill in order to be processed and posted to the account that business day.
  • OVER THE PHONE We accept Visa, MasterCard, American Express, and Discover Card payments over the phone. Please have your credit card ready when you call.  Payments must be called in by the due date shown on the notice.  Phone payments will only be accepted from the customer whose name appears on the account and ID on file will be verified.


Past Due Bills and Late Fees:

An unpaid bill is considered past due if payment is not received before the close of business on the last business day of the month.  Delinquent accounts are subject to 10% penalty charge on water and 10% penalty charge on sewer. 


In addition, customers who receive a "Shut-Off Notice" may make payments by cash, money order, cashier's check, Visa, MasterCard, American Express, and Discover Card. No checks will be accepted.

Please be aware that any service that is disconnected for non-payment of a delinquent amount will be restored only after the full amount due, reconnection fees, and security deposit is paid.


Returned Payment (NSF) :

If the bank returns your check, a $15.00 non-sufficient funds bank charge will be added to your account.  Personal checks will not be accepted on your account for one year from the date of the returned check. 


Direct Debit transactions rejected by your bank are subject to the same fees as a returned check.


Maintenance Information:

For questions regarding water quality or water leaks, please contact the Public Works Department at (209) 941-7430.

Terminating/Changing Accounts:

When you move or make changes affecting your account, it is your responsibility to notify the Finance Department.  The City will read the meter on the closing date specified, prorate a final bill as of that date, and turn off service.


Meter Reading:

We have scheduled your meter to be read approximately the same day every month.  It may be necessary to vary from this date due to holidays or unexpected circumstances.  Safe access to the meter helps us provide you with accurate billings.


Utility Rates:

Customers are charged using water and wastewater rates.

Water - Each account receives a monthly meter service charge, SCSWSP Facility Charge, and calculated water usage charges. Water usage is calculated per 1,000 gallons times the current rate.  Please see the rate sheet for amounts click here.

Wastewater (Sewer) - Each account receives a monthly sewer rate.  The rates are calculated by area (East/West). Please see the rate sheet for amounts click here.
