Good Morning Geraldine,

Planning staff received your inquiry.  Typically, staff would first ask for a specific site address to allow us to research the property to see if there are special restrictions that would apply to the site.  However, If this is a general question (with no specific site in mind) for a garage conversion to an ADU, the submittal of a building permit application (with payment of related fees) and plans to the City’s Building Division would be required.  The plans associated with the project would be routed to applicable Departments for review (i.e. Building, Planning, Public Works, etc.)

If we are talking about an existing single-family home with an attached 2-car garage with the desire to convert the garage (maximum size of 500 sq.ft. in size) to an ADU, we consider that as a junior ADU (JADU) and would be subject to conditions such as:

  • A JADU shall be constructed entirely within an existing primary dwelling (and enclosed uses within the dwelling, such as an attached garage are part of the existing dwelling) and shall not exceed five hundred (500) square feet.
  • JADUs shall have an independent exterior entrance from the primary dwelling but may also include shared access between two units.  In instances where the JADU shares a bathroom with the primary dwelling, the JADU shall have an interior entry to the primary dwelling’s main living area, independent of the exterior entrances of the JADU and the primary dwelling.
  • A JADU, at a minimum, shall include an efficiency kitchen as defined in Zoning Code Section 17.04.080.
  • The property owner shall reside in either the principal dwelling unit or the junior accessory dwelling unit.
  • JADU’s are prohibited from being sold or conveyed separately from the primary dwelling unit.
