Unfortunately, code enforcement wouldn't be able to get involved unless you have specific names or addresses of someone you have witnessed causing the animal and human waste on the river boundary or at the school. Public works could possibly be of some assistance to go check the area and clean up the left behind waste. This could possibly be an issue you may want to bring to our city council during a meeting and request dog waste bags be provided along the river walking trail.
