Yesterday, September, 6, 2025 I had a situation with a complaint I made about loud, anoing, disturbing music coming from a residence. They were having a party and had been playing loud music in the backyard for over three, (3), hours. (We were wanting to open our windows and doors to cool off the house but couldn't because of the loud music.)
I called the Lathrop Police Department non emergency number at 9:13 PM and complained.An officer called me on the phone at 9:38 stating he had gone to the residence and talked to the owner, who had gotten a permit to have the party and that they would be turning it off at 10:00 PM.
My delma is this: Officer Hohee (sp), the Compliance officer for Lathrop, at the time, told me a few years ago that in order to be compliant with what is on the books for Lathrop, loud music must not be able to be heard more that 50 feet away from its source and/or should not be louder than 50db over ambient, surrounding noise levels.
So my question to you is this: Which takes precedence, Lathrop's documented Codes or the Permit? You can't have it both ways.

PS. Music was still going at 10:30 PM when I wrote this, it was turned down, but I live over 200-300 feet away and could still hear it inside my house.

Thank you for reaching out and sharing your concerns regarding the noise disturbance you experienced on September 6, 2025.
Per Lathrop Municipal Code 8.20.180(D), if a sound permit has been issued, the permit holder is allowed to exceed the standard noise restrictions outlined in the code. In this case, the residence you mentioned had obtained a valid sound permit, which allowed them to continue playing amplified music until 10:00 PM.
That said, if noise continues beyond the permitted time or becomes a disturbance after 10:00 PM, we encourage you to reach out to the Lathrop Police Department Dispatch so that it can be promptly addressed.
