Hi there, I have been up northern and Southern California and let me tell you Mossdale exit is probably one of the worst I've seen. Just today alone I saw a man peeing outside of his truck and then on the way home when we exited we saw another truck pulled over with a man peeing at the exit AGAIN!!! Also there's a truck with a man That has been living there for weeks!! It's disgusting and we need to change upgrade it . Fence it off or make it so nobody can't pull over there, it's not a dump!! Not the way we want to welcome residents to our town with that gross exit!

While the Mossdale on- and off-ramps are located within the City of Lathrop, those areas are under the jurisdiction of the California Highway Patrol (CHP) and Caltrans. Enforcement of violations such as public urination, vehicles stopping on freeway ramps, and individuals remaining along the ramps falls under CHP’s authority. Infrastructure changes, including fencing or physical modifications to restrict access, are the responsibility of Caltrans.
To address these issues effectively, I strongly encourage you to contact CHP at the time the behavior is occurring by using their non-emergency line. Real-time reporting allows CHP to respond appropriately and conduct targeted enforcement in the area. Ongoing concerns related to ramp design, access, or fencing should be directed to Caltrans.
Reporting these issues as they occur to the appropriate agency is the most effective way to address enforcement and long-term concerns in that area.
