Permits for live bands at residences within Lathrop City Limits

My question is this: Who is responsible for giving out and signing permits for live music to be used at residences within the city limits?
What are the requirements/restrictions for getting such a permit?
Don't the persons requesting the for the permit still have to abide by the city code for the level of the music played?
The permit doesn't give them an open book to do whatever they want does it?
There still must be some type of recourse for neighbors to take to keep down the noise level and the time limits for playing the music.
This afternoon I reported loud, annoying music coming from around 15450 Ruby court in Lathrop at 3:00 pm and again at 4:30 pm and at 6:30 pm a Lathrop PD officer called and said he had talked to the residence and that they had a signed permit from the City allowing them to have the loud, live music. Basically binding the officers hand as well as my ability to complain and get the noise stopped.
What are the rules for getting a permit and what restrictions, if any there are to the requestor?
If someone is planning something like this are they not required to canvas the surrounding area and get feedback from the neighbors or at least give the neighbors the ability and time to go to the city and complain and try and stop the permit?
If the city had bothered to look in the records of the Lathrop PD they would have seen that there had been many complaints of loud and annoying music from in, and around the Ruby Court area and maybe they would not have been so quick to give the permit out. (The house in question had been visited before for the same thing, that is why they were requesting the permit in the first place.)
What, if any, recourse do I as a (pissed) off neighbor have at my disposal?
