Is it true that stop lights in River Island Parkway flashing red lights is to make sure citizens are aware of it for 2 weeks ?This is the reason it is not operational. I do not believe it this the reason of delay. I talked to one of elected officer told me that this is not the reason.
Why you did not plan to make sure this stop lights in river island parkway was done and running green light yellow and red before schools open? Why safety of citizens of lathrop is your priority job sir.

The traffic signals located at River Islands Parkway and Somerston Parkway & Dell’Osso Drive are still under construction. The City made the decision to put the signals in flashing red to supplement the existing stop signs while construction of the remaining signal components is completed. Flashing red is an intentional and acceptable function of the traffic signals and will provide enhanced safety for residents until the signal is fully operational. The signal will be operational by September 29th, 2023.
