All commercial businesses in the City of Lathrop must comply with the State’s recycling and organic waste requirements. To comply with this state mandates, all solid waste generators will be automatically subscribed to recycling and organic / green waste collection services, or receive a waiver from the City in accordance with Lathrop Municipal Code, Section 8.16. To apply for waiver, please complete the De Minimis Waiver application.  If approved, the waiver is valid for five years.

Commercial Waste and Recycling Requirements

It is the desire of the City of Lathrop to create and maintain a beautiful, environmentally conscious city while complying with all state required mandates related to solid waste and recycling.  Below is a list of Commercial Waste and Recycling Requirements. Per AB 341, State Law requires that all businesses and multi-family housing complexes that generate at least four (4) cubic yards of solid waste a week to arrange for recycling services.

Per AB 1826, State Law requires that all businesses and multi-family housing complexes that generate at least two (2) cubic yards of solid waste a week arrange for organic waste recycling services.

The Short-lived Climate Pollutant Reduction Act of 2016 is geared to reduce organic waste disposal by 75% and increase edible food recovery by 20% by 2025. To comply with this state mandate, all solid waste generators will need to subscribe to organic/green waste (e.g., yard trimmings, food waste) collection services. Additionally, it requires that qualifying businesses including supermarkets, grocery stores, food distributors, restaurants and hotels to redirect edible food from landfill to food recovery organizations.

The  City of Lathrop does approve Industrial Hauler Licenses each fiscal year. (LMC 8.16.010)The license
is require for ALL hauling of Industrial Solid Waste which applies to manufacturing facilities, factories,
