Neglected starving dogs

16336 Warfield Rd I was wanting to report that there are two dogs that look very abused look like they haven't had a meal in a few days maybe a few years and also they have Frenchies locked in A cage in the house covered in their own feces was wanting to just report this as an anonymous just worried about the animals thank you.

Trash bins

Hi, I'm not sure if this is the right area to complain
 

but on our street neighbors leave their trash 

, recycling ,  and green bin in front on the street and side walks all week long and never moves them inside to their yard... 

what can be done about this?? 
this is on Gaslight ct. and Hercules ct. Lathrop 

please let me know if this is the place to complain?

Thank you for bringing this to the city’s attention. For fleas and pests we would recommend hiring a professional Pest Management company to assist with eliminating the issue. In the City of Lathrop, cats are declared free-roaming animals.
