Home Occupation Permit (HOC)

The City permits under certain conditions, the operation of a home-based business in accordance with State Law and the zoning code.   Home occupations shall be permitted only in accordance with the regulations in Chapter 17.108 and Chapter 17.64.

Home Occupation Permit applications are now completely online, no hard copy applications will be accepted.  Below are helpful instructions when completing the form online.     

To start, click the link to the LCAP Client Portal;  

Login or register to continue;

click "Apply" then select "Plans"; the Home Occupation Permit will be the first selection;  

Follow online instructions and prompts and provide required attachments;  

Please do not forget to click "submit" to complete the application process; 

City staff will review your application and send an emailed invoice with payment instructions.  Prompt online payment is highly recommended in order for staff to conclude the HOC review.
