The Ducks in front of my House  in the morning. in the afternoon are very noisy.

Can the city relocate some of the ducks to a different lake?

I would like to add that the dog is being kept in the garage at least a portion of the time. My bedroom is right above the garage and I can hear the dog right under me. I saw there is a dog bed, a feeding bowl, and a fenced-off area in the garage. Also, the dog would also sometimes peek their nose right under the garage door to howl or bark.
