Abandoned disabled car

What is the rule for how long a disabled car can be parked on the street. 
 

We have a car that looks like it's been in an accident with damage to the front driver side tire area that has not moved for weeks. So just would like to understand how much time has to pass before it should be removed. 

Water leak/ broken sprinkler

There is a broken sprinkler at the entrance of the Starbucks driveway, at the Savemart shopping center on Harlan.

Abandoned vehicle

There is a car that has been parked for a period of two months at the corner of Loganberry way and Johnson Ferry. My neighbors don't know who it belongs to either and the car has no license plates, front or rear. It's a grey 4-door, Volkswagen Passat.
