Most of neighborhood leaves their trash bins on the side of the street. The street cleaning truck is not able to clean the streets. There are trash causing standing water and mold growing on the side of the street because of this issue. There's always trash in front of my house. Plastic bags, pieces of cardboard, paper.. the nasty water smells and attracts bugs. Isn't there some sort of policy that on none trash pick up days, trash bins should be taken off the street?

Per 8.16.020 LMC, Containers shall not be placed at the curb or in the alley earlier than twenty-four (24) hours prior to collection day, and shall be removed within twenty-four (24) hours after collection.
