Speeding cars in small residential street

Good afternoon, I Am writing this unsure who would be best to receive this complaint. My Name is Sergio Nunez and I am a resident on Orlando Lane, and have noticed a rise in fast unsafe driving down our small street. It would be nice to hear from someone with the city on how we could deal with this issue. 

In registered vehicle

There is a vehicle parked with expired tags that hasn't moved in over a year. It's a problem because they are parked so another vehicle cannot park behind them without blocking my driveway. It's a BMW, License #4PYC046, parked in front of 16671 Colonial trail

Traffic Concern

At the intersection of Harlan Road and Lathrop Road there is a significant problem with cars blocking the intersection and not allowing traffic to go through.  This happens especially in the morning when people are taking students to Lathrop High School.  This problem is causing high tension and aggressive driving behavior.  A major safety concern as I was a victim of a hit and run today.  Please have traffic enforcement monitor the situation to offer a solution.

When you call please have as much information about the truck as possible such as a license plate or if there is a logo on the truck. Provide all the details to the call taker.
