The two safety lights on top of the signal poles at the intersection of W Yosemite and McKinley are burned out.

I work at a business on Christopher Way and multiple times a week, we hear and see cars zipping to the end of the street to use the round at the end of the street as a play area to do donuts in their vehicles (happens between 230-3pm). Not only that, but someone thought it would be fun to spread their junk all over the road today or last night at the round at the end of the street, and down the street. It is actually obstructing the full East bound lane of the road.
