To my understanding the tree in my front yard belongs to the city. The tree in the front yard has died and I was wondering if I would be able to remove it, upon removing would I have to plant a new tree or would I be able to keep the front yard clear of a tree?

My daughter got locked in the bathroom and it took more than 45 minutes to take her out of there. Please change the lock
