A turf company came out to our house for a consultation. He said quite possibly the city offers rebates on turf installation. How does that work??

I live at 954 River Bend Drive. Directly across the street from me is a thin strip of park with a walking/cycling path along the San Joaquin River. There has been water flowing and ponding in the small area of grass between the street and the path. It has been flowing for several days. There is also a shed nearby on the banks of the river.

Someone dumped an old mattress in front of 641 Chimes Street. It's half on the sidewalk and half in the street.
