Questions about slowing down traffic on our street?

Hi,

 my name is Manuel and I wanted to know what steps or who I need to speak to about looking into speed humps for our street. People come flying though here and lots of neighbor's animals and ours have been killed recently, there are lots of children on this street as well, if you could direct me to start the process, it would be greatly appreciated. 

Road closures

Why does the city of Lathrop feel the need to have streets/lanes closed year round for nothing more than landscaping? Lanes on Louise have been closed for years, for nothing more than the planting of  palm trees. It's out of control!

Abandoned bike

A bicycle without wheels was dumped at the corner of Dry Creek Place, Crescent Park Circle Independence Way. (Yes all three streets join together in one area. It's been there for at least a week now can someone come pick it up?

Too Short Traffic Light

Hello,

I would like to request for traffic light to be extended longer from the turning lane on Lathrop Road turning to northbound Harlan Road.  Currently the amount of time only allows 3 to 4 to pass and the line of cars extends long.  Sometimes we have to wait for 2 to 3 cycles before being able to complete the turn.  If 10 to 15 seconds could be added should be enough for most of the cars to pass.
