RIVER ISLANDS RESIDENTS WILL NEED TO SUBMIT PLANS AND FOLLOW THE PROCESS WITH LATHROP IRRIGATION DISTRICT (LID) IN ADDITION TO THE SOLARAPP+ AUTOMATED SOLAR PLAN REVIEW PROCESS.
IN ADDITION TO SOLARAPP+, A PERMIT FROM THE CITY OF LATHROP IS STILL REQUIRED.

The City of Lathrop has adopted SolarAPP+ to streamline solar permitting.
Licensed contractors can now submit:
- 
Residential Roof-Mounted Photovoltaic Designs for automated review through SolarAPP+
- 
An online application through our Portal for a quick turnaround time issued permit.
Automated Solar Plan Review
SolarAPP+ is designed to provide a code-compliance check for the majority of residential, roof-mounted, retrofit photovoltaic systems. Before applying for an automated solar plan review and solar permit, projects must follow certain requirements:
- Solar Systems must be under 38.4kW Photovoltaic System (PV)
- ESS (Energy Storage Systems) up to 38.4kW may be included in addition to the PV System.
- Systems with wall-mounted batteries over 400 lbs. are ineligible.

- To see which systems are eligible, please review the SolarAPP+ Eligibility Checklist. Only projects that conform to this list are eligible to use the automated SolarAPP+ portal for instant plan review.
Using SolarAPP+
Step 1: Submissions to SolarAPP+
- 
Register with SolarAPP+ (Licensed Contractor's Only) - 
Have Contractor License Information available for input 
 
- 
- 
Log In and submit for Solar/PV Designs through SolarAPP+ 
- 
A Processing Fee will be charged from SolarAPP+ 
- 
Approved Plans and will be available for Download 
- You will receive Approval Documents and an Approval Number
Step 2: Applying for a Permit with the City of Lathrop
- 
An Active City of Lathrop Business License is required. Contractor must also be added to SolarAPP+ program eligibility list. 
- 
Log into the Lathrop Civic Access Portal (LCAP) - 
Follow the User Guides if you do not currently have an account 
- 
An Active City of Lathrop Business License is required 
 
- 
- Apply for a permit online following our General Submittal Guidelines
- Submittal must include: Permit Application, SolarAPP+ Approval Document, SolarAPP+ Approval Number
 
- Pay for the permit fees associated with Issuance
- The Building Department will send the Permit for signature via Email
- Upload the Signed Permit to the Portal
- A Complete Permit Package will be available for download in the Portal
Step 3: Schedule Inspection
- Log into the Lathrop Civic Access Portal (LCAP), navigate to the Permit
- Go to the Inspections Tab, and Request for Inspection
SolarAPP+ Revisions
- Submit your revision through SolarAPP+
- You will be provided with a revised SolarAPP+ Approval Document
- The initial processing fee charged by SolarAPP+ covers up to three (3) Revisions
 
- Log into the Lathrop Civic Access Portal (LCAP), navigate to the originally issued Permit
- Upload new Approval Documents as a Revision
- Please Provide the New Approval Number in the "Comments"
 
- The Building Dept. will invoice an Additional Administration Fee for Processing
- Pay the Additional Review Fee
- The Building Dept. will issue the Revised Permit Documentation via Email
If the scope of the revision makes the project ineligible for the use of SolarAPP+ please contact the Building Dept. to coordinate the Revision Submittal Process
