Damaged car on blocks parked in front of residence at 742 Rose Arbor Pt.

I would like to report an accessory structure being built, possibly without permits, in a backyard of a residence. The structure looks like it is going to be for habitation purposes. I would say the progress of the structure is about 60% built at this time. Please investigate this. Green BMW in Driveway-License Plate is now missing off rear-Has been there for many years--I believe it is related to illegal storage of stolen property of paraphernalia-The owner of car is a parolee and has not been seen in quite awhile. There have been other people that have stopped by and rummaging through vehicle. If vehicle goes they may too. The aunt that lives there is not involved in illegal activity but allows those elements to stay at house occasionally. Bail Agent (Sacramento) stopped by my house last week looking asking if I saw Krista (prior Arrest) across the street.
