The City of Lathrop is committed to helping residents access safe, stable, and affordable housing opportunities. This resource page provides an overview of available programs and links to agencies that administer rental assistance throughout the region. Residents will also find links to local fair housing services that provide support with housing rights, discrimination, and navigating tenant‑landlord issues. Our goal is to ensure every household has the information needed to secure quality housing and understand the protections available to them.

San Joaquin Fair Housing CLOSED

On March 11, 2026, the San Joaquin Fair Housing, Inc., the nonprofit organization that provides education, mediation, housing assistance, complaint investigation, and resolution to landlords and tenants to residents in San Joaquin County closed. The San Joaquin County Neighborhood Preservation Department is actively searching for an alternative provider. In the interim, for those seeking housing assistance, please contact the Department of Fair Housing and Employment at (800) 884-1684. For those in need of legal assistance, please contact California Legal Services at (209) 946-0605. 

Housing Choice Voucher Program

The federal Housing Choice Voucher (HCV) Program is a program that extends rental subsidies to extremely low- and very low-income households, including families, seniors, and persons with disabilities. This program offers a voucher that can cover the difference between what the current fair market rent is and what a tenant can afford to pay (i.e., 30 percent of household income). The voucher allows a tenant to choose housing that costs above the payment standard, provided the tenant pays the extra cost. Given the significant gap between market rents and what extremely low- and very low-income households can afford to pay for housing, the HCV Program can play an important role in allowing such households to remain in the Lathrop community.
