Pond Build and Pergola

Hi,

 

I am buying a house in River Islands. It is a corner house. I was planning to build a pond and pergola at some point in the future. Are there any codes one what I need to do to build the pond? Is there a maximum depth I am allowed to dig? Does the pond need to be a certain distance away from fence? Is there a maximum height I can build the pergola? Would I need permits for these projects?

Concerned that a building is taking place without permit. To close to fence and over sized. Address 16016 6th St Lathrop. Running 2 businesses out of home. Jumpers and driving school.
