My new vehicle front passengers tire got damaged and had to replace with a new tire due to pothole at the intersection of Yosemite Ave and McKinley Ave.

Please let me know the process for claiming the damages due to this bad/hazardous road condition.

There was a city utility man hole that was open right after the rail road tracks right before the McKinley and Louise intersection. I was able to avoid driving into the manhole but the cover plate was in the other lane and I hit it and it punctured my oil filter and caused a crack in my transmission. There were about 5-6 other cars that were caused damage by this manhole and lid. I would like to see what I could do to get reimbursement for the damages caused to my vehicle.
