Addressing Housing issues Hoarding

I don't want to be that neighbor. Their's a serious hoarding problems with my backyard neighbor.. My side backyard neighbor and I have decided to replace the attached fence we share. We've discussed going half on the cost.  He's also going to replace the other side of his property which is not attached to me. His side neighbor is unable to help him with cost of replacement.  Once, the fence was torn down on 4/13  The amount of debris was horrifying.  This situation has caused structural problems due to too many heavy items up against the fenced. causing it to to not hold.

Installing real grass in the back yard

Hello, 

We just moved in to a new house in river island and since it's a new house the backyard is not done. Therefore I was planning on installing real grass, but before I want to check with you before moving on with my plans. My address is below.
